How can a user of a guest OS, terminate the vm from inside the vm? I'm thinking something like "shutdown -P now", are any linux commands capable of breaking the OS so much that the vm terminates?

For eucalyptus the VM should be in shutdown state and not terminated. Terminate would be something like deleting the instance which you should do from euca-terminate-instances
